I bet you could find some on BBA that people would be ok with being used here.
Also deviantArt has like...a ton of free-use line arts.

It looks like most of the boards are gone here, which is probably why there aren't as many template threads.

Yeah, templates have never been a big thing here. People have always either posted art, or people here were nice enough to do art for them. Eh.
